Lindsay Lohan Starts Home Detention Today

Say goodbye to the party scene, Lindsay Lohan?at least for a little while.

The troubled starlet has begun serving her stint under house arrest after surrendering this morning at Los Angeles' Lynwood Jail, L.A. Sheriff's spokesman Steve Whitmore confirms to E! News.

According to Whitmore, the 24-year-old actress turned herself in at approximately 5:02 a.m. Loahn was then fitted with an ankle-monitoring bracelet after police determined she was eligible for the home detention program?which aims to reduce the prison population by allowing non-violent offenders to serve out their sentences in home confinement.

Lindsay will now spend a little over a month chilling at home under strict monitoring by authorities as the result of her no-contest plea in her necklace-jacking case.

That transgression was also a violation of her probation in her 2007 DUI and drug case. But since the alleged theft was downgraded last month from a felony to a misdemeanor, Los Angeles Superior Court Judge Stephanie Sautner agreed not to give Lohan any additional time in the county jail above the 120 days she received in April at her sentencing for the probation snafu.

The actress, who has been spotted at various Los Angeles nightclubs lately as well as frolicking on Miami Beach, had until June 17 to report for her house arrest. A source tells E! News that "Lindsay wanted to get it over with so it doesn't impact her Gotti role."

That would be the Barry Levinson-directed mob drama Lohan signed on for that would see her playing Kim Gotti, John Gotti Jr.'s wife opposite an all-star cast that includes John Travolta, Al Pacino, Joe Pesci and Kelly Preston.

In addition to her house arrest, which ends June 29, LiLo must perform 480 hours of community service at a downtown L.A. women's shelter and performing janitorial work at the county morgue. She was also placed on three years of formal probation.

'Keeping Up with the Kardashians' stars Khloe and Kourtney have revealed they were surprised their sister Kim has got engaged.

Khloe and Kourtney Kardashian were "totally surprised" at sister Kim's engagement.

The siblings insist they were stunned to learn NBA star Kris Humphries popped the question to the socialite because they had no idea a family get together was actually a celebration for the couple.

Khloe said: "None of [the rest of] us knew. We were all sitting there like, 'Kim is so late for dinner and we're starving.' And we're like, 'Where the hell is Kim?'

Then she walked in, and we were like, 'Oh my God!' But we just thought we were going to a family dinner.

"Then she walked in, and we were like, 'Oh my God!' But we just thought we were going to a family dinner."

Despite their surprise, Khloe and Kourtney are thrilled for Kim - who has been dating the sportsman for six months - because they know how happy Kris makes her.

Kourtney told Usmagazine.com: "She's always smiling. There is a different happiness about her. Her priorities are more right with him. He grounds her in a way."

Kim, 30, previously admitted she was in "shock" when Kris got down on one knee with a 20.5 carat Lorraine Schwartz diamond ring - which the basketball star reportedly splashed out $2 million on - in her Beverley Hills home.

She said: "I didn't expect this at all. I was in such shock. I never thought it would happen at home, and I never thought now."

John Edwards soon may be charged with breaking campaign finance laws by using political funds to cover up his affair and out-of-wedlock child with Rielle Hunter during his 2008 presidential run.  

"We've learned that the government is pressing ahead to prosecute, and this phase of the case is swiftly coming to a conclusion," a source told PEOPLE.

Investigators believe that money from outside political groups and Edwards's donors was paid to Hunter and onetime aide Andrew Young to keep the affair and love child a secret.

An attorney for Edwards, Gregory Craig, confirmed the government is preparing a criminal case.

"John Edwards has done wrong in his life ? and he knows it better than anyone ? but he did not break the law," says Craig, according to The Washington Post. "The Justice Department has wasted millions of dollars and thousands of hours on a matter more appropriately a topic for the Federal Election Commission to consider, not a criminal court."

A source close to Edwards says he has, in recent weeks, appeared despondent over the case and isolated himself at the family's sprawling Chapel Hill, N.C., home, where he is sole parent to his two young children, Emma Claire, 13, and Jack, 11.

Hunter, meanwhile, lives in Charlotte, N.C., with her daughter Quinn and continues to have contact with former senator, a source tells PEOPLE.

"Rielle and John are raising their daughter together," a source close to Hunter says.  "John sees Rielle and Quinn regularly."

As for Hunter and her daughter, the source tells PEOPLE: "She is doing okay. She doesn't dwell on the negative and is a glass half full kind of person. She is focusing on her daughter."

Heal the Bay tests of water quality could be cut back next year. Four L.A. County areas on polluted list

ests indicate California beachgoers have been enjoying mostly good water quality, but next year they may be swimming at their own risk because of funding cuts to that testing, according to an annual study released Wednesday.

The Santa Monica-based environmental organization Heal the Bay, which oversees the "Beach Report Card," said the latest tests found that Topanga State Beach was the fourth-most polluted beach in the state.

The group studied levels of bacteria found in water samples taken by local agencies from 445 beaches from Humboldt County on the north coast to the Mexico border.

The group assigned a grade to beaches along the state's coastline based on testing done from April 2010 to March 2011, and 90 percent received an A or B.

The three most polluted beaches on this year's report card in order are Santa Cruz's Cowell Beach, Avalon Harbor Beach on Santa Catalina Island, and Cabrillo Beach in Los Angeles harbor.

Los Angeles County, which had greater than usual rainfall flushing contaminants into the sea, led the state with four locations on the most-polluted list.

One notable improvement was Santa Monica Pier, which has been a regular on the nonprofit group's most-polluted list. This year, the pier got top marks following a $2 million cleanup effort.

Elsewhere in Southern California, San Diego, Orange and Ventura counties all had great water quality. For the most part, the water was also clean in Central and Northern California apart from some polluted areas in Santa Cruz and San Francisco counties.

Mark Gold, executive director of Heal the Bay, said such improvements may be harder to come by in the future if the testing program gets dismantled and officials no longer know which beaches are polluted. Funding for the testing remains in question and is scheduled to run out this year.

During 2008 budget cuts, then-Gov. Arnold Schwarzenegger cut $1 million in funding to monitor ocean water. Since then many coastal communities have relied on local general funds or volunteers for reduced testing. The state water board also provided funding through 2011, but there is no secured state funding for next year.

"California needs to invest in public health protection and coastal tourism by providing sustainable beach monitoring funds," said Gold.

Most bacterial contamination occurs during winter, when heavy rains overload storm drains and sewage systems, washing waste into the sea. Swimming in such pollution can cause gastrointestinal, respiratory and other illnesses.

Heal the Bay said the other six beaches that ranked among the 10 most polluted were: Poche Beach and Doheny Beach (6) in Orange County, Arroyo Burro Beach in Santa Barbara County (7), Baker Beach at Lobos Creek in San Francisco County (8), Colorado Lagoon in Los Angeles County (9) and Capitola Beach in Santa Cruz County (10).

There's her HSN clothing and lifestyle line, called the Queen Collection, on sale in August. Her hair extensions, also in partnership with HSN and available this fall. A live album she's recording now and is hoping to release by the end of the year. Joyful Noise, an uplifting flick co-starring Dolly Parton and scheduled for release in January 2012. Her CoverGirl ad campaign. And a new series on VH1 called Single Ladies, premiering Monday (9 p.m. ET/PT), she's producing through her company, Flavor Unit Entertainment.

Not bad for a woman who had planned to quit working last year.

"I originally intended on retiring at 40. Here I am beginning all these new ventures at 41. It's a renewed vigor," she says. "I'm just really optimistic about what we're doing. The irons in the fire will pay later, but they require the dedication now."

She's particularly proud of Single Ladies, VH1's first scripted series. It's a more urban Sex and the City, focused on three best friends (Stacey Dash, LisaRaye McCoy, Charity Shea) as they date, mate and commiserate. Latifah will appear rarely on the series ? she says it's supposed to showcase the three women, not her.

"We wanted the ladies to be able to talk about mature things. (Sex and the City) was an inspiration, but the real inspiration was real life," Latifah says as she goes through clips from the show at an edit studio inside the Viacom building. "We know independent women who are looking for love. These are virile women who have emotions and desires, and they will be out there looking, but they'll do it on their own terms." She starts laughing boisterously during a particularly amorous scene featuring McCoy and a paramour. "Get that kiss on! Don't be afraid!" Latifah cries at the screen.

Yes, she can be goofy and silly. Still, you get the sense with Latifah that she's always focused on the bottom line, and very little goes unnoticed by her. Latifah's business partner, Shakim Compere, has known Latifah for 30 years ? back when she was still known as Dana Owens in East Orange, N.J. He calls her "one of the smartest people I've ever met. I don't think anything gets by her. People may think that they got something by her, but that's only because she lets you think that."

The two run Flavor Unit Entertainment, the production company that released last year's Just Wright and 2005's Beauty Shop, as well as Single Ladies.

Latifah ? who earned an Oscar nomination for 2002's star-studded musical Chicago? isn't shy about her ambition or the fact that she views herself as a brand.

Her appeal, Compere says, is approachability. "Every woman can relate to her. The average person will see Dana walking in East Orange without bodyguards. She doesn't put on any airs."

Each project has to reflect what Latifah stands for. In the case of HSN: "good living, affordability, some sexiness and availability to the masses," Latifah says. The collection includes "cocktail dresses. Cool ponchos. Classic pieces. Handbags that are fly. Size 2-24. I want to make clothes for all women. We all want to look beautiful."

Work aside, Latifah says, she does see herself slowing down at some point. Could she ever picture herself living on a farm surrounded by a gaggle of kids?

"A farm. A yacht. An island," Latifah says. "I'm kind of raised in Virginia and Maryland, too, so farm is in my blood. Fresh produce in the spring."

And yes, bambinos are in her future, but she can't or won't say when.

"I won't be the first person who's had a career and had a family. When that happens, it will happen organically, and my business will have to adjust to my personal life.

"I'm not going to stop life for business. My life, my family, my friends ? those things are much more important than business."

Ed Schultz To Take Unpaid Leave From MSNBC Following Laura Ingraham 'Slut' Comment

Ed Schultz will take one week of unpaid leave from MSNBC following his controversial comments about Laura Ingraham.

On his radio show Tuesday, Schultz called Ingraham a "right-wing slut."

Wednesday evening, the network released the following statement about the matter, saying "remarks of this nature are unacceptable and will not be tolerated":

MSNBC management met with Ed Schultz this afternoon and accepted his offer to take one week of unpaid leave for the remarks he made yesterday on his radio program. Ed will address these remarks on his show tonight, and immediately following begin his leave. Remarks of this nature are unacceptable and will not be tolerated.

It is not the first time Schultz's fiery rhetoric has gotten him in hot water. Last summer, Schultz was reportedly chastised by MSNBC execs after threatning to "torch this place" if he was not included in network promos. In September, he was then reprimanded by the network after calling New Jersey Governor Chris Christie a "cold-hearted fat slob."
